stack the deck against someone はポーカー用語で誰かに不利になるように（こちらに有利になるように）カードを切るくらいの意味ですが、このように能動態で使われるよりも受動態で使われるほうが頻度が高いイディオムです。しかし、基本イディオムがしっかりと掴めていれば能動態であろうが受動態であろうがまったく困ることはないはずです。1:38 Americans have fought their way back from tough economic times. but the deck is still stacked in favor of those at the top. リーマンショック以降、アメリカ国民はなんとか持ちこたえてきたが、上の人間に有利な社会が続いていることには変わりがない。
