これは、ときどき上目目線ともいわれていますが、これは多分誰かが上目遣いと混同したためだと思います。上から目線だと、目線は下向きです。looking down onは明らかに相手を見下しているのでここではpatronize, condescendの動詞をおすすめします。上から目線は別に視線の俯角（ふかく）問題ではないので、他意のない上から目線はpatronizing attitudeといえます。
