これに対応する言い方が存在するのかしないのかよくわかりませんが、反語的にnice guys finish lastといえる可能性があるかもしれません,またsqueaky wheel gets the greaseもそれほど遠くないかもしれません。憎まれっ子をtroublemaker(=bad apple)と解釈してbad apples never disappearとすれば大体のネイティブには即座に理解されますがニュアンスが弱くまだ改良の余地は十分にあると思います。old soldiers die hard などもニュアンスに若干の違いがありますが使えないこともないでしょう。ちなみにたいていの辞書に載っている ill weeds grow apace, bad grass thrivesは予備知識の無いネイティブにはまったく通じません。ニュアンスは多少ずれますがthere's always a bad apple (in the bunch) somwhereといえば100%のネイティブに理解されます。妙案がある方、是非お知らせください。
